Biography: William Franklin Starks, affectionately known as Jack, was born on March 14, 1929 to the late William C. and Zetta Reid Starks in Troutman, North Carolina. He departed this life on December 24, 2019. he was married to Louvenia Scott Starks who preceded him in death. He was also preceded in death by a brother, Oscar Starks and a sister, Ruby Reeves.He graduated from Unity High School in Statesville, North Carolina. He attended Tuskegee Institute in Tuskegee, Alabama. After marrying his wife and the birth of three of their sons, they moved to Princeton, New Jersey. He was employed by RCA until his health failed him.
 
He leaves behind: four sons: Dennis Scott of Germantown, Pennsylvania, William e. (JoAnn) Starks of Akron, Pennsylvania, Larry and Kenny Starks of New Jersey; two granddaughters and grandchildren of Statesville, North Carolina; two  stepchildren and four step-grandchildren; four sisters: Margaret Femister of Teaneck, New Jersey, Clara Conner and Mary Starks of Troutman, North Carolina, Dorothy James of Statesville, North Carolina; a lifelong friend and caregiver Clarice Redmond, of Brooklyn, New York and a host of nieces, nephews and cousins.
